According to the National Center for Educational Statistics, the literacy rate in the US is 79 percent; 21 percent of American adults are illiterate or functionally illiterate. On this issue of Let's Talk Portsmouth, we speak with Todd Elliott, director of the Portsmouth Public Library system, about today's libraries and what these institutions offer the public to keep them engaged.
